Fun fact: With a pre-Covid load factor of 199%, the Tōzai Line was (and continues) to be Japan’s most overcrowded railway line, in terms of passengers.

It is also the Tokyo Metro line with the highest operating speed, if you don’t include the Rinkai Line owned by a third-sector company.

No information regarding capacity was found regarding the 07 series.

15000 series (10-car formation): 143+155+154×6+155+143 = 1520

No information regarding capacity was found regarding the Tōyō Rapid 2000 series.

In the 2000s, congestion on the Yamanote Line was so severe that train cars with 6 pairs of doors per side were introduced with foldable seats to increase passenger capacity during rush hour:

I’m not surprised if they managed to cram 400 people in there.
Load factor for the line was over 200% at the time and has been reduced to 158% (at rush hour) as of now.

Not really, as the figures were already beginning to decrease since the early 2010s - due to increased service frequencies and staggered working hours implemented by employers to reduce the amount of people waiting for a train at any given time.
