Yes, the town where the airport is located is part of Hokkaido Perfecture.

No, you were not. Some airports in areas with a lot of snowfall during the winter, especially at high latitudes, have their runway markings painted in yellow in order for them to be visible even in the snow.

For example, Oslo Gardermoen (ENGM) also has them.
