No.

There are many low floor buses (most are rear engined) that do not have step entries.

This one is the world’s first front engined low floor bus (as claimed by Ashok Leyland)

Most of the buses out here are single step with a low floor. They even kneel down at the stops to make the step shorter. They are rear engined though, as a bus should be.
