The rules for international countries, the rule is is you either have to pick a State that starts with the letter if your country, in your case it would be the B. Since no state starts with that letter, you can pick any state that has the B in it

Virginia is already red. As the rules go, you have to pick the closest state north of you. In this scenario, it would be Washington DC
