Yeah it is. Typically we are in Stage 3 Water restrictions right now but instead we’ve had so much rain that the grass is dying because over watering.

CA surprises me to be honest. And it was in LA, not the mountains like I thought it would be
So that’s why they call it the Los Angeles Basin.
Yeah it used to be under water (even before the floods)
Also why they ground is so soft compared to other locations
