No. An air conditioner actively cools the air. A fan just circulates the air, which makes it slightly cooler.
Little fans are fine. They take care of the silence issue, and they’ll make the room feel cooler.

Well yes, but the insulation also means that the house would be cooler inside if it was hot outside. It minimizes heat transfer both ways.

Not at all. What they do is evaporate whatever little sweat there is on your skin, making you marginally colder. If anything, they make the room slightly hotter because of the heat generated by the engine (though that heat can be ignored unless there’s something seriously wrong with your fan)

If you just don’t feel like going in, go, because that’s not a good reason.
If you’re planning on doing something fun, then skip (assuming that there isn’t anything important happening in your classes that day).

Then go. That’s a pretty bad reason to not go, especially if the result of not going is just lounging around the house. The benefits don’t outweigh the added work of having to make up assignments or the stress of explaining to your parents about missing assignments.
Benefits of skipping have to outweigh the stress/work.
